Prior to her role at PepsiCo, she served as the Deputy Executive Director of the National Black Caucus of State Legislators, where she managed the day-to-day operations of the Caucus and critical relationships with corporate and nonprofit partners and legislative members from around the country. As a political science graduate of Morgan State University, she began her career as the Executive Director for the Legislative Black Caucus of Maryland, Inc. (LBCM). She was instrumental in implementing the Caucus’ agenda while operating as an intermediary between its constituents and community partners. Her tenure at the LBCM led her to gain her Master’s in Public Administration with a concentration in Public Policy and Management and her work with the Maryland Chamber of Commerce. As the Chamber’s Vice President of Government Affairs, she advocated on behalf of their members in the areas of employment law, energy, environment, transportation, and tax. Over the years, Deriece has participated in several leadership fellowship programs, including the American Young Professional Leadership Exchange Program (2022 Canada Exchange), and the Council of State Governments Robert J. Thompson Eastern Leadership Academy to name a few. She has also won numerous awards like the Daily Record’s Leading Women in Maryland, Top 40 under 40 in Prince George’s County by the Prince George’s County Social Innovation Fund and a 2018 Rising Star by the Living Classrooms Foundation. In 2021, she was named one of the Top 40 under 40 Very Important Professionals by The Daily Record. Deriece currently serves on several community and national boards and committees, including A Wider Circle, the Women and Girls Foundation, the Asian Pacific American Institute for Congressional Studies, and the Missing Pink Breast Cancer Alliance. She is an active member of Alpha Kappa Alpha Sorority, Inc. In her “free time,” Deriece enjoys listening to audiobooks, watching home improvement shows, and traveling with her family. Prior to joining Burlington’s in-house legal team, Dambreville was a member of the Labor, Employment, Benefits, and Immigration Section at Buchanan Ingersoll & Rooney PC’s Philadelphia Office. Dambreville’s national employment law practice encompassed various aspects of litigation and proactive counseling. She has extensive experience representing management in employment litigation matters, including single-plaintiff discrimination cases, class and collective actions and traditional labor disputes.

Joel White is the President of the Council for Affordable Health Coverage (www.cahc.net), a role he has held since 2008.

Founded in 2001, CAHC is a non-profit advocacy alliance of the nation’s largest employers, drug manufacturers, health insurers, and patient organizations with a singular focus: bringing down the cost of health care so that every American has access to affordable health coverage. CAHC has helped advocate for more than a dozen laws since Joel took the helm.

Prior to CAHC, Joel spent twelve years on Capitol Hill as professional staff, most recently as Staff Director of the Ways and Means Health Subcommittee where he helped enact nine laws, including the:

· 2002 Trade Act, which created health care tax credits

· 2003 law that established the Medicare prescription drug benefit and HSAs

· 2005 Deficit Reduction Act, and

· 2006 Tax Reform and Health Care Act, which reformed Medicare payment policies.

He is the co-author of the book, Facts and Figures on Government Finance (1992), which brings together data on public finance at all levels of government, with comparisons of taxing and spending levels spanning a half century. He holds a BS in Economics from the American University, and lives in Virginia with his wife and three sons.

James Gelfand became president and CEO of The ERISA Industry Committee (ERIC) in April 2023, having previously served as its senior and then executive vice president for eight years. He was promoted to the position of president in June 2022. James oversees all aspects of the association’s activities, which focus on programs that shape federal and state health and retirement benefit policies, and that impact ERIC member companies’ ability to operate under federal ERISA protection from a patchwork of conflicting state and local laws. James also served as an associate project director for Luntz Global Partners, where he helped spearhead the firm’s political practice during the 2014 election, and then led the federal affairs team at the March of Dimes Foundation, where he successfully advanced policies critical to the health of women and children. James has been recognized as a top industry lobbyist by both the National Institute for Lobbying & Ethics and The Hill. Since 2018 he has served on the Board of Directors and Executive Committee of the Arlington, VA-based Maternal Mental Health Leadership Alliance (MMHLA). Steve Perrotta is the Director of Public Policy for SHRM.  He directs the comprehensive strategy and initiatives to achieve SHRM’s public policy objectives at the Congressional and state level.

Previously he was the Retirement Policy Director for Senator Richard Burr of North Carolina, Ranking Member of the Health Education Labor and Pensions (HELP) Committee.  His responsibilities included the Committee’s jurisdiction over private sector ERISA retirement plans.  He also covered workforce and labor matters.  In addition to his HELP Committee responsibilities, Steve has covered tax matters, government affairs, telecommunications, and technology issues including the Senator’s Finance Committee and Aging Committee assignments.  He coordinated the Senator’s activities with the Senate Nanotechnology Caucus and the Senate Philanthropy Caucus.  He joined Senator Burr’s HELP Subcommittee on Retirement and Aging staff at the start of the 110th Congress in March 2007.

Prior to joining Senator Burr’s Committee staff, Steve was a Professional Staff Member with the House Committee on Education and the Workforce chaired by Representative John Boehner of Ohio.  His responsibilities included pension reform and health care. Previously, he was the Senior Legislative Assistant and Military Legislative Assistant in the office of former Congressman Amo Houghton of New York State. Representative Houghton was a Marine veteran and former CEO of Corning, Inc. Rep. Houghton served on the Committee on Ways and Means and on the Committee on International Relations. Congressman Houghton established a bipartisan retreat for members of Congress and their families on the theory that civility and personal friendship would foster cooperation on Capitol Hill.  Steve spent ten years working for Mr. Houghton – starting in the Corning, New York district office in 1995 as a military and veterans affairs caseworker. While in the District he also acted as the Congressman’s Military Service Academy selection committee coordinator. In 1999, he transferred to the Congressman’s Washington D.C. office to join his legislative staff. In addition to military affairs, his responsibilities included veterans, agriculture, labor, education, welfare, energy, transportation, judiciary, crime, immigration, gun control, campaign finance reform, mining, housing, banking, and financial services.

Prior to his Congressional career, Steve worked in the human resources office of Toshiba Westinghouse Electronics Corporation, an international joint venture between two of the world's leading electronics firms involved in the manufacture of television picture tubes.

She helps clients recover money owed under Federal contracts, challenge adverse agency actions, and protest problematic contract awards or defend against competitors' protests. In doing so, she represents them before agencies, the Government Accountability Office (GAO), the U.S. Small Business Administration, Boards of Contract Appeals, the U.S. Court of Federal Claims, and the U.S. Court of Appeals for the Federal Circuit, as necessary. She also represents contractors in prime/sub disputes before state courts or Federal district courts and in arbitration hearings.

Additionally, Jayna counsels and advises clients on contract- and grant-administration matters. This work includes analyzing and negotiating subcontractor and subrecipient agreements, following small-business requirements, and complying with domestic-preference policies, such as the Buy American Act, the Trade Agreements Act, and the Cargo Preference Acts. It also includes helping companies and grant recipients understand labor-and-employment obligations specific to their Federal funding, including those related to the Service Contract Act, Davis-Bacon Act, and Paid Sick Leave for Federal Contractors. Jayna works with clients to prepare for and complete mergers, acquisitions, conversions, name changes, and other corporate transactions when government contracts are involved. Combining her work in both contract- and grant-administration matters, she also advises clients on developing and applying policies and procedures that meet 2 C.F.R. Craig Leen is a partner at K&L Gates in Washington, DC, in the firm's Labor, Employment, and Workplace Safety practice, and he co-leads the firm’s OFCCP and Affirmative Action Compliance area of focus. His depth of experience spans across federal, state, and local government, as well as the private sector.

Craig previously served as the Director of the Office of Federal Contract Compliance Programs (OFCCP), a federal civil rights enforcement agency at the U.S. Department of Labor. In this role, Craig reported directly to the Secretary and Deputy Secretary of Labor; overseeing approximately 450 employees and a budget of over $105 million, with a mission to ensure compliance by federal contractors with equal employment opportunity and non-discrimination obligations.

During his tenure, OFCCP experienced record years in both enforcement recoveries and compliance assistance, with Craig overseeing three rulemakings and issuance of several technical assistance guides to help employers comply with the law. Likewise, as an agency head at the U.S. DOL, Craig worked directly with numerous other federal agencies, including the Wage & Hour Division (WHD), the Occupational Safety & Health Administration (OSHA), the Employee Benefits Security Administration (EBSA), the Office of Disability Employment Policy (ODEP), the Civil Rights and Federal Programs Divisions of the U.S. Department of Justice, and the Equal Employment Opportunity Commission (EEOC).

Craig is also a Professor of Government Lawyering and Professorial Lecturer in Law at The George Washington University Law School, and he serves on numerous boards and committees, including as Chair of the Civil & Human Rights Committee of the Bar Association of the District of Columbia, Co-Chair of the DC Family Support Council, and Vice Chair of the DC Advisory Committee to the US Commission on Civil Rights. He also serves on the Advisory Board and AI Ethics Council of Eightfold, the Board and Executive Committee of Disability Belongs, and the Advisory Committee of Disability:IN DC Metro.

Craig was previously City Attorney of the City of Coral Gables, and earlier in his career served as Chief of the Appeals Section and then Chief of the Federal Litigation Section at the Miami-Dade County Attorney’s Office. Mary Helen Beard graduated from the Vanderbilt School of Law where she was a founding member and editor of The Journal of Entertainment Law & Practice.  The cited decision of Johnson v. Metro Davidson County School System, 108 F. Supp. 2d 906 (M.D. 2000) is a result of her work in the Vanderbilt Legal Clinic. Ms. Beard began her legal career with the former Weintraub & Stock, P.C. (now Fisher Phillips) and later became an associate attorney at FordHarrison.  She held the positions of Senior Attorney/Employment Litigation with FedEx Express Corporation and Senior Counsel/Labor and Employment with FedEx Corporation, being a business partner and counsel to the most senior executives at the parent company as well as three corporate subsidiaries.  Ms. Beard was the  Senior HR Counsel for HCA Healthcare, where she advised the Chief Human Resources Officer and her senior executive team.  Mary then served as Senior Technology Counsel with HCA Healthcare, excited to merge her over two decades of labor and employment with knowledge of the ever-evolving Technology and Artificial Intelligence legal landscape.  Mary is currently the inaugural Vice-President of Employment and Litigation at Ardent Health where she he will partner with human resources teams and department leaders to provide legal guidance, advise on the development of system policies and procedures, and review and negotiate various legal transactions.

Whether as outside counsel and corporate counsel, Mary has placed a specific emphasis on diversity, equity and inclusion within the corporate ranks. Mary recently earned recognition at the Nashville Business Journal’s Leaders in Diversity Awards in the Outstanding Community Voice category. Dieera Fitzgerald currently serves in the Department of Labor as the Wage and Hour Division Associate Administrator for the Office of Policy.

The Office of Policy develops regulations, regulatory, and sub-regulatory guidance as well as develops training and outreach materials relative to the many laws enforced by the agency. The various teams within the Office of Policy are the: Division of Regulations, Legislation, and Interpretation; Division of the Fair Labor Standards Act and Child Labor; Division of the Family and Medical Leave Act, 14c, and Pump protections for nursing employees; Division of Immigration, Farm Labor, and Trade; and the Division of Government Contracts Enforcement.

Dieera began her career with Wage and Hour in 2003 as an Investigator and bilingual specialist (Spanish) in Milwaukee, WI. In 2010, Dieera joined the Boston, MA District Office as an Assistant District Director where she supervised a team of Wage and Hour Investigators and Technicians. Dieera then transitioned into the National Office’s former Division of Enforcement Strategy and Support as an Enforcement Specialist. In this role, Dieera and her team made site visits to Wage and Hour District Offices around the country and applied a National Accountability Review process with the purpose of advancing quality, consistency, and strategic enforcement across the agency. After a couple of years, Dieera then moved to Chicago to serve as the Deputy Regional Administrator in WHD’s Midwest Region where she oversaw enforcement and operations relative to the Regional Office and nine District Offices.

Throughout her time in Wage and Hour, Dieera has been an instructor at various trainings as well as the recipient of several Secretary’s Exceptional Achievement Awards. She has also had the honor of working on a myriad of working groups, cross organizational teams, and projects of various types. Dieera is a proud member of Wage and Hour’s Career Development Program Advisory Board providing senior leadership in the development and implementation of the program. Dieera also currently serves on the Department of Labor Equity Board where representatives from each of the DOL sister agencies meet to

advance several of the Biden Administrations’ Executive Orders relating to Equity and where she serves as Co-Chair of the Subcommittee on Worker Protection and Enforcement.

Elizabeth B. Bradley has over fifteen years of experience representing employers and federal contractors in litigation and mediation matters before state and federal agencies and courts, as well as counseling and training private, public, and non-profit employers in all aspects of employment law.

In addition, Ms. Bradley has extensive knowledge and experience in counseling federal contractors in matters relating to OFCCP. She has represented U.S. corporations in successfully defending against OFCCP’s review of the contractor’s utilization rates and compensation practices. She has been called upon by clients to conduct corporate internal investigations on sensitive employment matters, including allegations of serious misconduct and sexual harassment charges involving executive personnel.
