Mr. Banks is the General Counsel for the Society for Human Resource Management (SHRM). As General Counsel, Mr. Banks manages the legal function of SHRM, oversees the work of outside counsel, and serves as key lawyer and legal advisor on major business transactions. Mr. Banks previously served as the City Attorney for Alexandria, Virginia.
Mr. Banks began the practice of law in Richmond, VA and worked in the private sector in a variety of law firms and in the public sector in several capacities, including prosecutor, judge, and elected City Councilman. Mr. Banks has a broad background in legal ethics (having served for over ten years in the Virginia State Bar Disciplinary system). Mr. Banks is a frequent teacher and public speaker (having served as an adjunct professor for Virginia Tech in the MPA program, and taught a variety of seminars on ethics, public policy, and employment law).
Mr. Banks served as an infantry officer (2Lt to Cpt) on active duty from 1980-1984. He served mostly in the 82nd Airborne Division as a platoon leader, company executive officer, and acting company commander. During active duty, he completed Airborne School, Infantry Officer Basic Course, Ranger School, and Mortar Platoon Leader’s Course.
